HI SB1291

Amends the definition of "motorcycle" in Hawaii Revised Statutes Section 286-2 to include autocycles with handlebars or steering wheels that are three-wheeled, electric-powered vehicles certified by manufacturers to comply with Federal Motor Vehicle Safety Standards.

Exempts operators and passengers from safety helmet requirements on three-wheeled motorcycles or motor scooters that are electric-powered and equipped with a roll bar, roll cage, or full body enclosed cab.

Requires that exempt three-wheeled vehicles have seat belt assemblies or child restraint systems for drivers and passengers, and that occupants use these restraints as specified in Sections 291-11.5 and 291-11.6.

Takes effect on July 1, 2021.
