Adds a new requirement that the Department of Accounting and General Services ensure state facilities under its responsibility are maintained in proper repair, maintenance, and sanitation standards for tenant and visitor health and safety.

Establishes that the department shall develop and communicate sanitation procedures as part of its facility management responsibilities.

Encourages other state departments to adhere to the sanitation and maintenance policies adopted by the Department of Accounting and General Services.

Renumbers subsequent departmental duties (formerly paragraphs 7-11) to become paragraphs 8-12 to accommodate the new facility maintenance requirement as paragraph 7.

Takes effect upon approval.
