• Establishes an annual luxury pollution registration fee on non-electric vehicles with an original manufacturer suggested retail price exceeding $60,000, effective December 31, 2021.

• Directs 25% of collected luxury pollution fees to the state highway fund and 75% to the energy security special fund to support electric vehicle charging rebate programs.

• Expands the electric vehicle charging system rebate program to include low-income residents domiciled in Hawaii, allowing rebates for charging system installation or purchase of new electric vehicles.

• Appropriates $400,000 from the energy security special fund for fiscal years 2021-2022 and 2022-2023 to the public utilities commission for administration of the rebate program.

• Takes effect January 1, 2050.
