• Requires the Department of Education to submit annual reports to the legislature detailing progress on energy goals, local food sourcing (including student satisfaction surveys), zero-emission transportation implementation, and classroom cooling measures.

• Mandates the department expedite cooling of all public school classrooms to acceptable learning temperatures while maximizing energy efficiency and cost savings over the project lifecycle.

• Uses 2015-2016 fiscal year energy consumption as the benchmark for measuring progress toward the net-zero energy goal.
