Establishes a pilot project requiring the Division of Aquatic Resources to restock northern largemouth bass and/or butterfly peacock bass in the Wahiawa public fishing area by January 1, 2023.

Requires the Board of Agriculture to place both northern largemouth bass and butterfly peacock bass on the list of restricted animals requiring import permits before the pilot project can proceed.

Authorizes the Division of Aquatic Resources to partner with public entities or private organizations to accomplish the restocking pilot project.

Cites bass fishing's economic significance nationally (828,000 jobs and $48 billion in retail sales) and notes Hawaii's low participation rates compared to other states due to limited genetic diversity in existing bass populations.

Takes effect on July 1, 2021.
