Requires plaintiffs to bear all costs and fees associated with resolving quiet title disputes, with courts able to award costs, expenses, or attorney's fees only as deemed equitable.

Defines "kuleana land" and "permanent" accretion in statute to clarify application of quiet title action requirements.
