Limits academic tenure at the University of Hawaii to faculty positions whose primary duties are instructional in nature with a commitment to student achievement and success.

Amends Hawaii Revised Statutes Section 304A-1002 to restrict tenure eligibility by requiring that the board of regents classify faculty positions and designate tenure based on instructional responsibilities.

Protects all rights, duties, penalties, and proceedings that matured or began before July 1, 2021, preventing retroactive application to existing tenure arrangements.

Effective date is July 1, 2021.
