Raises building height limit to 400 feet for residential development on two specific parcels (tax map keys 2-1-58-6 and 2-1-15-61).

Requires applicants to conduct a public hearing with 30 days' notice before submitting residential development proposals to the Hawaii Community Development Authority, and requires the authority to hold its own public hearing and consider all public submissions.

Mandates that the Office of Hawaiian Affairs and any developer provide advance written notice to potential lessees and residents regarding aircraft-related noise, odor, and nuisance risks, and must assess and propose mitigation efforts in development plans.

Exempts the identified parcels from public facilities dedication requirements that normally apply to Kakaako development.
