Creates a block-level upzoning program allowing Hawaii counties to adopt ordinances that permit homeowners within a block to vote to increase housing density beyond current zoning limits in urban districts.

Requires a two-thirds affirmative vote from homeowners within a block to increase density; homeowners cannot vote to decrease density for their block.

Authorizes each county mayor, with county council approval, to designate an agency or official to oversee the program and review proposed housing density increases.

Allows circuit court challenges to any housing density changes made by the county agency or official, filed according to Hawaii rules of civil procedure.

Authorizes counties to adopt implementing ordinances covering voting rules and procedures, public outreach requirements, and definitions of "block"; effective July 1, 2050.
