Establishes a new Office of the Housing Advocate within the Office of the Governor, headed by a Housing Advocate appointed by the governor for a four-year term without senate confirmation.

Housing Advocate shall identify promising special needs, affordable, and market housing projects in each county and facilitate them through state government departments and processes.

Housing Advocate shall identify state and local regulatory barriers to housing development and make recommendations to remove barriers through policies, laws, rules, taxation, land use, and financing changes.

Transfers one full-time equivalent (1.0 FTE) position from the Office of the Governor to the new Office of the Housing Advocate and funds it through the general fund.

Effective date: July 1, 2021.
