Transfers the Hawaii Green Infrastructure Authority from the Department of Business, Economic Development, and Tourism to the Hawaii State Energy Office for administrative purposes.

Clarifies the Hawaii State Energy Office's primary purpose to stimulate economic development by promoting energy efficiency, renewable energy, and clean transportation.

Expands the Hawaii State Energy Office's duties to include 21 specific responsibilities, including creating a state strategic energy plan, coordinating with stakeholders, job creation initiatives, data analysis, and facilitating expedited project approvals.

Requires the Hawaii State Energy Office to submit reports to the legislature and governor before each regular session that include activity descriptions, performance milestones, progress on energy goals, and proposed legislation.

Transfers all employees, appropriations, records, equipment, and property associated with the transferred functions from DBEDT to the Hawaii State Energy Office while preserving employee benefits and civil service status.
