Department of Agriculture, in coordination with the Office of Planning, shall prepare and periodically update the state agriculture functional plan to include seafood sustainability and agricultural economic updates.

The updated plan may establish objectives, policies, and actions related to seafood sustainability, and research wild seafood's impact on food self-sufficiency including non-commercial consumption and exports.

Department and Office of Planning may collect wholesale and retail sales data on wild seafood, classify and regulate wild seafood as a food commodity, and incorporate seafood sustainability into the state agriculture functional plan for food security.

"Wild seafood" is defined as naturally born or hatchery-raised fish and shellfish harvested in the wild through commercial, recreational, or subsistence fishing, excluding farm-raised fish.

Governor shall submit the state agriculture functional plan including any proposed legislation to the legislature no later than twenty days prior to the 2023 regular session.
