Requires the Office of Enterprise Technology Services to establish a working group to study state office buildings capable of providing equitable telecommunication access for remote legislative hearing participation.

Study must identify buildings serving residents of Hawaii, Kauai, and Maui counties, plus rural areas of Honolulu, with particular focus on residents with disabilities.

Working group must include representatives from each county, the departments of accounting and general services, education, the University of Hawaii system, and a person with a communication disability.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convenes.

Working group dissolves on June 30, 2022; Act takes effect July 1, 2050.
