• Establishes the Hawaii State Energy Office as the State's primary government entity for supporting the clean energy initiative and requires it to submit annual reports to the legislature on its activities and progress toward energy goals.

• Requires the office to facilitate efficient permitting of energy projects, serve as the State's energy data clearinghouse, and coordinate with federal and local governments on energy programs.

• Takes effect on July 1, 2050.
