Requires the Department of Education's School Facilities Agency to adopt and publish administrative rules implementing Act 72 (Session Laws of Hawaii 2020) by July 1, 2021.

Requires the Office of the Governor to submit a report to the legislature no later than 20 days before the 2022 regular legislative session regarding the process for DOE land purchases and capital improvement project contract execution through the School Facilities Agency.

Establishes that the School Facilities Agency operates as a body corporate and public instrumentality responsible for public school development, planning, and construction of capital improvement projects assigned by the legislature, governor, or board of education.

Effective date is July 1, 2050.
