Establishes the Kawaihapai Airfield (Dillingham Airfield) Revitalization Task Force within the Department of Transportation to address operational and sustainability issues at the airfield.

Task force shall address securing a long-term lease with the U.S. Department of the Army (current lease terminates July 5, 2024), resolving water infrastructure management, ensuring permits and safety standards are met, and verifying tenants are current on financial obligations.

Task force membership includes the DOT director (chair), legislative committee chairs on transportation, two commercial tenant representatives, two private tenant representatives, one local community representative, and invited participation from federal delegation members and U.S. Army representatives.

Requires task force to submit progress reports by June 30, 2021, implementation updates by January 1, 2022, and a final report by June 30, 2022, with the task force dissolving on June 30, 2022.
