S.B. 137 Summary

• Allows county land use authorities (instead of the state land use commission) to approve district boundary amendments for land areas greater than 15 acres but not more than 25 acres if proposed for reclassification to urban district, contiguous to urban district, and at least 60 percent dedicated to affordable housing development.

• Defines "affordable housing" as housing requiring purchasers to be Hawaii residents, owner-occupants, and owners of no other real property in perpetuity.

• Prohibits parceling of lands to circumvent the 15-25 acre threshold; parceled lands proposed for reclassification within 10 years must be processed as lands greater than 15 but not more than 25 acres.

• Requires soil to be classified as overall productivity rating class C or lesser by the land study bureau's detailed land classification for county-level approval of these boundary amendments.

• Takes effect July 1, 2050.
