Authorizes government agencies to wheel electricity produced at their own renewable energy facilities to other government agencies' facilities over existing utility transmission lines.

Allows the Public Utilities Commission to disallow wheeling projects if determined to be detrimental to an electric company or not in the public interest.

Empowers the Public Utilities Commission to adopt rules under Chapter 91 or by order to implement the wheeling provisions.

Defines "wheeling" as transmitting electric power from one governmental agency's generation point to other governmental agencies' facilities over a third-party electric utility's existing transmission lines.

Takes effect upon approval.
