• Establishes cultivation facility licenses allowing independent growers to cultivate and sell cannabis exclusively to licensed medical cannabis dispensaries, effective July 1, 2050.

• Requires cultivation license applicants to demonstrate $250,000 in financial resources, Hawaii residency of 5+ years, no felony convictions, and an agreement with an existing dispensary to purchase their product.

• Limits each cultivation facility to 1,000 cannabis plants maximum (up to 2,000 with department approval), with one license per tax map key and one license per person per county.

• Establishes application fee of $1,000 (non-refundable) and annual license fee of $10,000, with application period opening December 31, 2023 through January 15, 2024.

• Requires cultivation facilities to comply with security requirements including video monitoring, fencing, alarm systems, and real-time plant tracking through the state's cannabis tracking system.
