Establishes a special intergovernmental task force within the Department of the Attorney General to eradicate illegal gambling and drug activities statewide.

Task force membership includes the state attorney general (chair), directors of public safety and transportation, police chiefs from all four counties, and planning/permitting agency directors from all four counties.

Invites participation from federal agencies including the U.S. Attorney for Hawaii (designated as vice chair if participating), Department of Homeland Security, Drug Enforcement Agency, and Federal Bureau of Investigation.

Task force shall examine issues, determine necessary resources, and devise a coordinated action plan including: establishing a statewide program to identify and eliminate illegal gambling and drug houses, and creating community safe zones requiring gambling activities be situated at least 10,000 feet from churches, schools, and residential areas.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convening, then dissolves upon adjournment of that session.
