Adds definition of "life-cycle costs" to Hawaii Revised Statutes §103D-104, defined as the sum of present values of investment, capital, installation, energy, operating, maintenance, and disposal costs over a project's lifetime.

Authorizes the procurement policy board to adopt rules requiring analysis and identification of life-cycle costs in state procurements, including determining which procurement types require life-cycle cost analysis and specifying methods for calculation and evaluation.

Requires the procurement policy board to establish rules ensuring that contract modifications, including value engineering provisions, do not result in net increases to total costs (including operating, maintenance, and disposal costs) for the State or counties.

Effective date is July 1, 2112.
