Amends Hawaii Revised Statutes Section 304A-112 to place a cap on management fees that the Research Corporation of the University of Hawaii charges the University of Hawaii for support services.

Caps the total amount of fees charged by the research corporation for management and support services at an unspecified dollar amount (blank in the bill text).

Limits university contracts with the research corporation for research and training support to an unspecified annual amount (blank in the bill text), excluding in-kind services, using funds from the research and training revolving fund.

Exempts university projects expressly authorized and supported by legislative appropriations from the fee and funding caps if conducted pursuant to board of regents rules.

Takes effect upon approval.
