Requires at least 25% of University of Hawaii research faculty salary to be paid from extramural funds and the research and training revolving fund generated by their research unit.

Mandates that all grants, contracts, and agreements entered into on or after July 1, 2021, must include express provisions allowing extramural funds to be used for research faculty salary payments.

Defines "research faculty" as faculty members who conduct research, do not instruct students, and are classified as "R" faculty.

Authorizes the Board of Regents to expend research and training revolving fund revenues for research faculty salaries, in addition to existing authorized purposes.

Takes effect upon approval.
