• Requires the governor to appoint individuals to fill vacancies in state boards and commissions within 180 days of a member's term expiration

• Limits holdover members to serve no longer than 180 days after their term expires, after which a vacancy is created requiring senate confirmation

• Requires department heads to promptly report board and commission vacancies to the governor

• Requires outgoing governors to provide incoming governors with updated lists of board and commission memberships, terms of service, and pending vacancies

• Takes effect July 1, 2112
