S.B. 1399 Summary

• Amends Hawaii Revised Statutes Section 27-43 to require the Chief Information Officer to coordinate various digital public services offered by state departments, agencies, and contractors to maximize simplicity, improve user experience, facilitate data sharing, and protect privacy.

• Establishes a unified digital public services working group within the Office of Enterprise Technology Services, chaired by the Chief Information Officer and including representatives from the Hawaii Tourism Authority, Department of Land and Natural Resources, Department of Transportation, Department of Agriculture, Department of Business/Economic Development/Tourism, and Department of Health.

• Working group shall develop recommendations to coordinate individual department digital applications, facilitate intergovernmental data and tool sharing, maximize visitor and resident user experience, and consider digital privacy and data protection.

• Requires the working group to submit a preliminary report by December 1, 2021 and a final report with findings and recommendations by December 1, 2022, after which the working group ceases to exist on June 30, 2023.
