• Expands complete streets policy to apply to new construction, reconstruction, repaving, operations, and maintenance activities; requires creation and public posting of a complete streets policy checklist for each project on the department's website within 60 days of completion.

• Increases bikeway funding requirements from two percent to five percent of eligible federal funds (based on three-year average) for establishment of multi-use paths, bicycle paths, and bicycle lanes.

• Requires counties to consider complete streets policies when adopting or amending land use ordinances to ensure context-sensitive, multi-modal approaches and zoning flexibility.

• Mandates the director of transportation provide training for maintenance staff on complete streets policies, principles, and implementation procedures.
