HI SB1402

Requires the Department of Transportation to develop and implement plans for contiguous networks of motor vehicle highways, bicycle/electric bicycle pathways, and pedestrian pathways connecting communities throughout each island, with separation and protection from conflicting traffic modes.

Mandates the department coordinate with counties to develop comprehensive plans for bicycle and pedestrian pathways connecting public schools, libraries, commercial hubs, and residential areas within each community.

Establishes 11 goals for ground transportation projects including maximizing people throughput across all modes, reducing vehicle miles traveled, decreasing single-occupancy vehicles, providing community equity, improving safety, reducing transportation costs, and achieving greenhouse gas reduction targets.

Requires the department to create project reports detailing how each goal was implemented, how goals align with overall transportation infrastructure objectives, and explanations for any deviations from established goals.

Requires annual reporting to the legislature no later than 20 days before each regular session, including project lists, status updates, individual project reports, and progress toward meeting transportation goals; takes effect July 1, 2021.
