Requires commercial helicopter owners and operators to maintain and retain records for ten years containing details of each commercial flight made during the preceding calendar month.

Mandates monthly reporting to the Department of Transportation including take-off and landing dates/times, number of individuals on board, flight path with altitude information, and any deviations from the flight plan.

Makes required records available to the Department of Transportation and the public upon request.

Addresses legislative concerns about helicopter safety following at least eighteen civilian crashes in Hawaii since 2015, including December 2019 crash on Kauai and April 2019 crash in Kailua.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
