Establishes a Honokohau small boat harbor working group within the Department of Land and Natural Resources to serve as the management authority for the 270-slip harbor.

Working group membership includes the DLNR deputy director, division administrator, one state senator, one state representative, a governor's representative, two Hawaii Fishing and Boating Association members, and four community-at-large members.

Requires the working group to establish bylaws, create a sustainable business plan, explore private-public management frameworks, develop new marina management rules, and review contractual agreements formalized on or after January 1, 2020.

Mandates bi-monthly virtual meetings and quarterly legislative reports beginning in 2022 for three years, with all meetings subject to Hawaii's open meetings law.

Working group dissolves on June 30, 2026.
