Appropriates $500,000 for fiscal year 2021-2022 and $500,000 for fiscal year 2022-2023 from general state revenues to expand state-run quarantine facilities under the Department of Agriculture's Plant Quarantine Branch.

Requires the Department of Agriculture to submit a report with findings, recommendations, and any proposed legislation regarding expenditure of the appropriated funds to the legislature no later than twenty days before the 2022 regular legislative session convenes.

Addresses threats from invasive species such as coffee leaf rust fungus by enhancing the Plant Quarantine Branch's capacity to prevent introduction and spread of harmful pests and diseases at state ports of entry.

Takes effect upon approval.
