S.B. 1407 - State Building Code Council

• Increases state building code council voting members from 11 to 13 by adding representatives from the Hawaii chapter of the National Association of Industrial and Office Properties and construction trade unions.

• Requires all council voting members to have significant experience and knowledge of building codes and cost-benefit analysis of code revisions.

• Mandates cost-benefit analysis for any recommended state code amendments and requires council members and amendment drafters to disclose potential financial conflicts of interest.

• Changes International Building Code adoption cycle from every three years to every six years, starting with the 2018 edition, to reduce burden on the council and counties.

• Requires the council to consult with residential, commercial, and industrial builders in addition to contractor and trade associations when gathering information on construction costs and practices.
