Requires newly appointed or reappointed council, board, and commission members to complete a mandatory training course on native Hawaiian rights within 12 months of appointment or reappointment.

Prohibits members who fail to complete the training from serving on permitted interaction groups or voting on matters before their respective councils, boards, or commissions until the training is completed.

Removes members from their position at the end of the regular legislative session following the training deadline unless they complete the training or obtain Senate confirmation to continue serving.

Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to submit an annual report by September 21 of each year to the governor and legislature listing members who failed to meet the training requirement.

Requires the Office of Hawaiian Affairs to record all training courses and make recordings available to members unable to attend in-person sessions, with recorded viewings satisfying the training requirement.
