Transfers administrative authority of the state building code council from the Department of Accounting and General Services to the Hawaii State Energy Office, which is under the Department of Business, Economic Development, and Tourism.

Changes the definition of "department" in building code statutes from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism.

Places the council within the Hawaii State Energy Office for administrative purposes while maintaining its composition of eleven voting members (including representatives from four county building officials, state fire council, department of labor and industrial relations, engineers, architects, and construction industry associations) and one nonvoting comptroller member.

Transfers all employees, appropriations, records, equipment, contracts, and related property from the Department of Accounting and General Services to the Hawaii State Energy Office, with employees retaining civil service status, seniority, benefits, and leave credits.

Effective date of July 1, 2050.
