• Establishes financing requirements for stewardship plans to reimburse local governments for collection, transportation, and processing costs, with fees covering administrative costs, departmental oversight, and incentives for waste reduction.

• Imposes penalties ranging from $5,000 for first violations to $20,000 for third violations, with producers in stewardship organizations held jointly and severally liable for penalties.
