Amends Hawaii Revised Statutes Section 302A-1603 to create new exemptions from school impact fees for residential developments in designated school impact districts.

Exempts affordable housing units developed by the Hawaii Public Housing Authority (HPHA) from 100% of school impact fees.

Exempts affordable housing units assisted by the Hawaii Housing Finance and Development Corporation (HHFDC) from 100% of school impact fees.

Exempts alterations or expansions to existing dwelling units (where no new units are created), accessory dwelling units, and ohana dwelling units that are legally permitted by counties from 100% of school impact fees.

Takes effect on December 1, 2050.
