Establishes a dual use technology task force within the Department of Business, Economic Development, and Tourism to explore how dual use technologies (technologies with both military and civilian applications) can promote Hawaii's economic recovery and diversify its economy.

Task force membership consists of representatives from the Department of Business, Economic Development, and Tourism; University of Hawaii; Economic Development Alliance of Hawaii, Inc.; Hawaii Technology Development Corporation; Department of Labor's Workforce Development Task Force; and Chamber of Commerce Hawaii.

Directs the task force to explore dual use technology research and development projects, establish infrastructure for high-growth dual use technology companies, and create high-income job opportunities for Hawaii residents and educational institution graduates.

Requires preliminary report submission to the legislature no later than twenty days before the 2023 regular legislative session and a final report no later than twenty days before the 2025 regular legislative session.

Task force dissolves on July 1, 2025; members serve without compensation but receive reimbursement for reasonable expenses.
