• Authorizes licensed medical cannabis dispensaries to manufacture and distribute cannabis seeds, clones, propagules, and cuttings to qualifying patients and primary caregivers.

• Adds definitions for "cutting" (stem of cannabis plant for rooting) and "propagule" (any part of cannabis plant that grows into new plant) to Hawaii Revised Statutes Section 329D-1.

• Establishes purchase limits of 5 propagules/cuttings/clones/seeds per 15 days or 10 per 30 days for patients and caregivers authorized to cultivate cannabis.

• Requires all propagules, cuttings, clones, and seeds sold by licensees to undergo laboratory testing for pesticides and heavy metals before distribution.

• Excludes propagules, cuttings, clones, and seeds from standard cannabis dispensing limits (4-8 ounces per period).
