S.B. 152 Summary

• Raises the age requirement for child passenger restraints from under eight years to under ten years of age

• Mandates rear-facing child safety seats for children under two years of age, and specifies rear-facing or forward-facing seats with internal harnesses for children two to four years old

• Eliminates exceptions previously allowed when vehicle seat belt assemblies were unavailable and removes the contributory negligence provision

• Increases penalty fines for violations: second offense raised from $100-$200 to $250-$500, and third or subsequent offense raised from $200-$500 to $500-$800

• Takes effect upon approval
