Establishes the Hawaii Impaired Driving Prevention Council as a permanent entity within the Department of Transportation, replacing the temporary Hawaii Impaired Driving Task Force previously established by executive order.

Council shall develop comprehensive strategies for preventing and reducing impaired driving, with priority focus on evaluating the effectiveness of the ignition interlock program.

Council membership includes the Transportation Director (as chair), representatives from highway safety, all four county police chiefs, a prosecuting attorney, public defender, judiciary administrative driver's license revocation office, adult client victim services, and chairs of both House and Senate transportation committees.

Chair may invite additional members from organizations focused on reducing impaired driving fatalities and those with ignition interlock experience, plus other interested parties with relevant expertise.

Council shall provide an annual report to the legislature with findings and recommendations; members serve without compensation.
