Authorizes issuance of civil licenses to solemnize marriages to any individual at least 18 years of age, without requiring religious affiliation.

Civil marriage licenses valid for minimum of two years from issuance date, with optional temporary three-month licenses available.

Fee structure sets annual civil license fee at $100 per year of validity, with temporary three-month licenses at $25.

Individuals performing solemnizations under civil licenses must obtain prior written consent from each couple and comply with sections 572-13 and 572-15 requirements.

Maintains existing authorization for religious clergy, religious societies, and judges or magistrates to solemnize marriages.
