Establishes automatic voter registration as part of driver's license and identification card applications in Hawaii, requiring applicants to affirmatively choose whether to register to vote.

Requires the examiner of drivers to electronically transmit voter registration information to county clerks, election officials, and the online voter registration system upon applicant consent.

Prohibits voter registration transmission if applicant declines or presents documentation demonstrating lack of U.S. citizenship.

Allows applicants already registered to vote to decline updates to their name and address information during license or identification card renewal.

Takes effect July 1, 2021, and requires county examiners and the office of elections to cooperate in developing necessary forms and applications.
