Exempts projects from this requirement if using carbon dioxide mineralized concrete would increase costs compared to standard concrete or delay construction completion.

Defines "post-industrial carbon dioxide mineralized concrete" as concrete that undergoes active carbonation treatment during mixing with injected and mineralized carbon dioxide.

Aligns with Hawaii's commitment to climate change mitigation under Act 15, Session Laws of Hawaii 2018, which targets sequestering more atmospheric carbon and greenhouse gases than are emitted within the State.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
