Extends the statute of limitations for civil actions based on childhood sexual abuse from 8 years after the victim turns 18 to 50 years after the victim turns 18.

Eliminates the alternative 3-year discovery rule that previously allowed claims based on discovering psychological injury was caused by childhood sexual abuse.

Allows punitive damages in civil cases arising from childhood sexual abuse.

Permits courts to order restorative justice measures at their discretion if requested by the victim, including victim impact panels, victim impact classes, or community service.

Requires a certificate of merit from a licensed mental health professional (psychologist, marriage and family therapist, mental health counselor, or clinical social worker) before filing suit.
