Requires all state and county entities to maintain only vehicles without internal combustion engines beginning January 1, 2035

Establishes vehicle procurement priorities for state and county entities purchasing new light-duty vehicles, prioritizing electric vehicles, plug-in hybrid electric vehicles, fuel cell electric vehicles, and other alternative fuel vehicles

Allows agencies to request exemptions from the chief procurement officer if required vehicles are unavailable or do not meet specific agency needs, with life cycle costs permitted as a consideration factor

Exempts vehicles acquired from other state agencies and excluded vehicles as defined by federal regulations from the electrification requirements

Directs the state to eliminate imported fuels from ground transportation and support Hawaii's clean energy goals and net zero carbon emissions target by 2045
