Amends Hawaii Revised Statutes Section 261-12 to require tour aircraft operations to obtain permits from the state director before operating at state-controlled airports.

Prohibits tour aircraft permit holders from allowing the noise footprint of their aircraft to enter any occupied property.

Requires tour aircraft to be equipped with FAA-approved flotation devices and automatic dependent surveillance-broadcast (ADS-B) devices as a condition of permit authorization.

Permits may be denied or rescinded if applicants fail to comply with safety equipment requirements or the noise footprint restriction.

Maintains existing permit requirements including identification of aircraft types, operational limits, FAA certification verification (Certificate 121 or 135), and annual renewal provisions.
