Amends Hawaii Revised Statutes Section 42F-103(b) to modify grant eligibility requirements for organizations.

Organization must be either incorporated under Hawaii state laws OR spend at least 90 percent of its operating budget in the State.

Organization must be registered with the Department of Commerce and Consumer Affairs and possess a valid certificate of vendor compliance documenting compliance with the Internal Revenue Service, Department of Taxation, Department of Labor and Industrial Relations, and Department of Commerce and Consumer Affairs.

Organization must have bylaws or policies describing how grant-funded activities or services will be conducted or provided.

Takes effect upon approval.
