Amends Hawaii Revised Statutes Section 281-59 to create an exemption from automatic license refusal for Class 1 and Class 18 liquor licenses on agriculturally-zoned land where the majority of agricultural commodities are grown and produced in Hawaii by the license holder.

Removes the automatic refusal provision that would otherwise apply when a majority of registered voters or property owners within 500 feet file protests against a liquor license application.

Defines "agricultural commodity" to include fruits, nuts, vegetables, and aquacultural, horticultural, silvicultural, or floricultural products.

Makes technical corrections to Section 281-59 including clarifying the liquor commission's procedures for hearing applications and handling protests.

Takes effect upon approval with no retroactive application to rights, duties, and proceedings begun before enactment.
