Establishes a two-year beach protection pilot program prohibiting vehicles from driving on Polihale State Park beaches without a permit issued by the Department of Land and Natural Resources

Requires payment of a permit fee (amount to be determined) to drive vehicles on Polihale State Park beaches; permit fees shall be deposited into the state parks special fund

Defines "vehicle" to include automobiles, trucks, vans, motorcycles, all-terrain vehicles, motorized bikes, mopeds, scooters, and trailbikes

Creates a Polihale State Park sub-account within the state parks special fund to receive permit fee proceeds for maintenance and improvements to Polihale State Park

Requires the Department of Land and Natural Resources to submit a report to the legislature no later than twenty days before the 2023 regular session with findings and recommendations regarding the pilot program; Act repeals June 30, 2023
