Establishes a risk-based process for the Department of Health to select deposit beverage distributor and redemption center reports for periodic audit, considering transaction amounts, prior audit findings, and audit frequency.

Requires deposit beverage distributors to submit monthly distribution reports and supporting documentation (invoices, shipping documents, point-of-sale reports) to the program on a periodic basis.

Mandates the audit process include risk assessment analytics and trend analysis to identify distributors and redemption centers with unusual fluctuations.

Requires all deposit beverage distributors to develop and submit internal control processes for approval and obtain independent audits for fiscal years ending in odd numbers.

Takes effect July 1, 2050.
