Adds a new section to Chapter 346 (Hawaii Revised Statutes) allowing the Department of Human Services to provide general assistance during a governor-declared state of emergency to eligible persons not otherwise provided for under existing law.

Establishes eligibility requirements including: bona fide state residency per section 346-71(a), social security account numbers for all assistance unit members, and compliance with income criteria and other conditions set by the department.

Limits general assistance eligibility to persons aged 18-65 who are needy, unable to meet federal supplemental security income (SSI) program criteria, and unable to engage in substantial gainful activity due to the governor-declared emergency.

Caps the monthly allowance at the federal SSI benefit payment amount for Hawaii and authorizes the department to adopt administrative rules determining allowance amounts, assistance calculation methods, and other implementation provisions.

Takes effect July 1, 2060.
